This is an increasingly used method of warfare so guidelines should be considered.

This method of warfare can be more dangerous for developing countries because access to the digital world can be limited. For that reason, international protocols are a good idea.

The nature of has stayed the same, politics, escalation, violence, terror, etc. The character has changed usually with advancing technology. The invention and advancement in firearms lead to the deaths of spears, swords and mounted cavalry. The creation of warplanes and their use by national navies lead to the battleship being discarded in favor of the aircraft carrier. The atom bomb made direct conflict between superpowers not an option, so they resorted to proxy wars and espionage. And now here we are with modern digital and cyber warfare. The potential this has for sabotage, both on military and civilian targets is huge, especially for countries like the United States that relies heavily on its technological advantages. Digital information could be stolen or leaked, communications could be disrupted, or civil unrest fermented by infiltrating social media. With the potential damage that such a thing could cause, some kind of internationally enforced protocol or etiquette may be necessary. There’s also precedent set for this kind of thing, as there are international laws against the use of certain chemical weapons and other such weapons. Read Less
