Because the concerns of a country with a smaller population than America would be problematic since there would be no way to make an equitable treaty. They simply would not view the necessity of large cities and their associated infrastructure simply b/c they are small. Read Less

This feels like something that is overreaching when there are many more items that are more pressing in today’s world. Also, in trying to reduce light pollution there would have to be talks with not only businesses to reduce light but also the general population as they are going to be using lights.
