This ensures that governments, states, and people do not freak out if something like this happens. The protocol allows for guidelines to follow so chaos does not consume the country or world. While people do not know if there are aliens there is a possible extraterrestrial life thus governments need to be prepared if something tries to make contact with humans. Read Less
