As international trade is so prevalent, it would be hard to place a blame onto a country for its carbon emissions without taking into effects its imports/exports, economy(s), or simple things like population density and size. It can be used to streamline the documentation of carbon emissions, but it should simply be used as a small tool for figuring out the larger picture. Read Less
